PROBLEM TO BE SOLVED: To provide a fluctuating wind generator and a wind tunnel device capable of generating a fluctuating wind and also reducing occurring noise. SOLUTION: At least one control plate 11 extending in a direction intersecting with a direction of an air flow for controlling the air flow by allowing the air to flow along a surface, and a driving part 13 for turning the control plate 11 around an axis extending in a lengthwise direction of the control plate 11 for controlling an angle of attack of the control plate 11 against the direction of the air flow are provided.
