PROBLEM TO BE SOLVED: To provide a puncture-sealing agent excellent in corrosion prevention while maintaining puncture-sealing performance and storage stability; and to provide a method for manufacturing the same. SOLUTION: The puncture-sealing agent contains a synthetic rubber latex and a resin-based adhesive, and has pH of 5-12. The method for manufacturing the puncture-sealing agent comprises mixing a synthetic rubber latex having pH of 5-13 and a resin-based adhesive emulsion having pH of 3-11 to produce a puncture-sealing agent having pH of 5-12.
