PROBLEM TO BE SOLVED: To facilitate the design and debugging of a block chart including interruption processing and operational period setting with respect to the block chart. SOLUTION: A system body 100 includes: a block chart debugging device 60 in addition to a user definition block setting device 10 for supporting the design of a block and the design of the block chart with each block operational order defined therein. The block chart debugging device includes functions of: arranging an interruption prohibiting setting block and an interruption prohibiting release block on the block chart, performing successive steps to perform an operational simulation model in order from the top of the block chart; performing a break point step to perform the operational simulation model from the break point of the block chart; setting an operational period and a priority degree with respect to the block or a function; and generating a general-purpose check block to perform checking in an operational simulation under a check condition to be set.
