<P>PROBLEM TO BE SOLVED: To provide a new illumination light communication system having a high performance as illumination and a fast communication speed, and a transmission device suitably applicable for this illumination light communication system. <P>SOLUTION: This is a transmission device for illumination light communication system having an illumination light source which emits modulation light modulated based on transmission data. The illumination light source includes an organic electroluminescent element 26 which is constructed of a first electrode 52, a second electrode 58 of light transmission property which is arranged opposed to the first electrode, and a luminous layer 56 arranged between the first electrode and the second electrode. The second electrode includes a first electrode layer 58A, a second electrode layer 58B, and a third electrode layer 58C having a visible light transmissivity of 40% or more, laminated in this order from the luminous layer side.
