<P>PROBLEM TO BE SOLVED: To reduce a processing load of an image processing device and to generate an electronic file which has a high compression ratio and a high image quality. Ž<P>SOLUTION: An image processing device 1 has a CPU 10 controlling a whole device, a pixel count circuit 14 counting the number of edge pixels included in scan data per page, and a compression processing circuit 15 applying first compression for a character image or second compression for a non-character image to the scan data for each page. The CPU 10 determines whether or not the number of edge pixels of the scan data per page is equal to or more than a first threshold, causes the compression circuit 15 to perform the first compression when the number of edge pixels is equal to or more than the first threshold, and causes the compression circuit 15 to perform the second compression when the number of edge pixels is less than the first threshold.
