<P>PROBLEM TO BE SOLVED: To provide a translucent member with a shading part for improving designability by suppressing brightness variation of illumination and generation of eyeball-like light while deciding a position at installation at a device by having a translucent part to transmit light as well as the shading part at an outer face of the translucent part around a traveling direction of transmitting light to transmit the translucent part, and its manufacturing method. Ž<P>SOLUTION: By installing the shading part 21 at an outer face of the translucent part around a traveling direction of the transmitting light to transmit the translucent part 20 of a crosspiece illumination 132 installed at a crosspiece part of an operation button 131, while deciding and fixing a position of the crosspiece illumination 132, an on-vehicle system 1 suppresses brightness unevenness and generation of eyeball-like light due to light leakage from a gap between the translucent part 20 and a mounting panel part 135.
