<P>PROBLEM TO BE SOLVED: To efficiently suppress loss caused by an interest rate. <P>SOLUTION: An interest rate amount management information storage part 1a stores interest rate information in a predetermined period relating to an alternative money transfer amount and a boundary interest rate amount indicating the boundary value of an interest rate amount relating to the alternative money transfer amount. A cumulative interest rate amount calculation part 1b calculates a cumulative interest rate which is the cumulative interest rate in the predetermined period on the basis of the alternative money transfer amount and the interest rate information stored in the interest rate amount management information storage part 1a, and outputs the calculated cumulative interest amount. A determination part 1c determines whether or not the cumulative interest rate amount is equal to or more than the boundary interest rate amount on the basis of the cumulative interest rate amount output by the cumulative interest rate amount calculation part 1b and the boundary interest rate amount stored in the interest rate amount management information storage part 1a.
