<p><P>PROBLEM TO BE SOLVED: To prevented operation content of a user from being presumed when a related document related to a designated electronic document is specified, based on operation history information with respect to the electronic document. <P>SOLUTION: A request receiving part 10 receives a related data presentation request from a client terminal 200. A related document identifying part 20 checks whether related data exists or not in the aspect of an operation history, in association with the document designated by the related document presentation request. A history reference control part 18 checks whether history reference right with respect to the related document is held by an access requesting person or not. A presentation propriety determining part 21 checks whether the operation history of the related document satisfies a threshold or not.
