PROBLEM TO BE SOLVED: To provide a hair-growing agent high in hair-growing effects, low in irritation to the scalp, and excellent in stability of the formulation with time. SOLUTION: The hair-growing agent composition includes the following components (A)-(F): (A) 0.0006-0.5 wt.% of a eucalyptus extract in dry weight; (B) 0.01-5 wt.% of a polyhydric alcohol selected from glycerol, propylene glycol, 1,3-butylene glycol and dipropylene glycol; (C) 0.001-5 wt.% of a blood circulation promoter selected from Swertia japonica extracts, vitamin Es and nicotinic acids; (D) 0.01-5 wt.% of a hair follicle-activating agent selected from flavanonols and pantothenic acids; (E) 0.1-2 wt.% of a polar oil selected from isostearyl alcohol, isodecyl isononanoate, isotridecyl isononanoate and isononyl isononanoate; and (F) at least 30 wt.% of a lower alcohol.
