PROBLEM TO BE SOLVED: To provide a rotary damper that can facilitate the fitting of a valve element on a piston. SOLUTION: The piston 5 has a fitting groove 5c formed on an outer peripheral surface. The fitting groove 5c is situated so as to extend in a chord direction of the piston 5 having a circular section and to cross a communication groove 13a forming a communication passage 13 through which a first chamber 11 and a second chamber 12 communicate.
