<P>PROBLEM TO BE SOLVED: To provide a resolver signal processing device capable of suppressing a decrease in detection accuracy of a rotation angle even when a voltage applied to an amplification means decreases, and to provide a steering device. Ž<P>SOLUTION: An ECU 40 functioning as a resolver signal processing device reduces an amplitude of an exciting signal input to a resolver 33 for detecting a motor rotation angle θm of a motor 32 according to a decrease in a power supply voltage Vb of a battery B by reducing a gain G according to the decrease in the power supply voltage Vb when the power supply voltage Vb becomes a threshold voltage Vp or lower.
