A capacitor element is obtained by chemically converting a positive electrode body composed of niobium or a niobium alloy in an electrolyte solution, which is obtained by dissolving an oxygen supply agent such as hydrogen peroxide, a freezing point lowering agent such as ethylene glycol and an electrolyte such as phosphoric acid in water, at a liquid temperature less than the freezing point of a liquid having the composition of the electrolyte solution excluding the freezing point lowering agent, thereby forming a dielectric layer on the surface of the positive electrode body or repairing a dielectric layer formed on the surface of the positive electrode body. An electrolytic capacitor is obtained by forming a negative electrode on the dielectric layer of the capacitor element, electrically connecting the positive electrode body and the negative electrode respectively to external terminals, and then sealing the resulting. |
