PROBLEM TO BE SOLVED: To provide a number string conversion device, a user authentication system, a number string conversion method, and a program that make a password easy to remember for a user. SOLUTION: An authentication device 3 includes: a password creating part 31 for creating a password composed of a numeric string; a conversion rule information creating part 32 for creating conversion rule information that defines a conversion rule in converting a numeric string to a hiragana character string; a conversion part 33 for converting a numeric string to a hiragana character string; a numeric string dividing part 34 for dividing a numeric string into a plurality of substrings; a priority assigning part 35 for assigning priority to a hiragana character string; a character string creating part 36 for creating a hiragana character string corresponding to a numeric string as a password; a character string notification part 37 for notifying a user of a hiragana character string; and a password authentication part 38 for determining the validity of a password entered by a user.
