PROBLEM TO BE SOLVED: To provide a cold draft prevention device facilitating installation work and a habitable room where the cold draft prevention device is installed on a floor face below a window opening. SOLUTION: The cold draft prevention device 1 includes: an approximately rectangular base plate 2 having an upper face with grooves 3 for piping arrangement; a warm water pipe 4 as a heating medium flowing pipe laid within the grooves 3; a pair of auxiliary joists 5 arranged along both side faces in the longitudinal direction of the base plate 2, respectively; a soaking sheet 6 arranged astride upper faces of the base plate 2 and the respective auxiliary joists 5, adhered to both of the base plate 2 and the respective auxiliary joists 5 and brought into contact with the piping 4 within the grooves 3; and a lining sheet 7 arranged astride lower faces of the base plate 2 and the respective auxiliary joists 5 and adhered to both of the base plate 2 and the respective auxiliary joists 5.
