PROBLEM TO BE SOLVED: To provide a method and apparatus for manufacturing toner capable of manufacturing the toner having excellent productivity and a narrow particle size distribution. SOLUTION: The method of manufacturing a toner includes steps of: supplying a fluid containing a resin and a colorant to a reserving member 111 having a membrane having a plurality of discharge ports formed therein; discharging droplets L through the plurality of discharging ports by resonating the fluid supplied to the reserving member 111; and forming base particles T by solidifying the droplets L discharged from the plurality of discharge ports.
