PROBLEM TO BE SOLVED: To provide a color shift detecting device that prints on paper a color shift detection pattern for the alignment of each color, and to provide an image forming apparatus. SOLUTION: After the color shift detecting patterns 86Y, 86M, and 86C are formed on paper P, a transfer voltage with a polarity same as toner is applied to a transfer roll 60K. Thus, the detection patterns 86Y, 86M, and 86C transferred to the paper P are transferred onto a photoreceptor 18K. At the same time, a color shift detection sensor 40 is disposed above the photoreceptor 18K. The color shift detection pattern 86 formed on the photoreceptor 18K is detected by the color shift detection sensor 40 during the rotation of the photoreceptor 18K. The results of the detection is transmitted to a control unit 26. Based on the results of the detection by the color shift detection sensor 40, the control unit 26 controls, for example, the timing of writing with a light source, as required, thereby adjusting the position of image formation in each color.
