<P>PROBLEM TO BE SOLVED: To solve the problem that nutrients dissolved in seawater by a conventional fertilization method are early flowed out together with an ocean current outside a seaweed vegetation region to deteriorate the efficiency of fertilizer utilization, although it is considered that nutrients are artificially supplied to promote the growth of the sea weeds and expand a vegetation area, in order to massively produce relatively large seaweeds such as sea tangle and use the seaweeds as a fuel. Ž<P>SOLUTION: A granular or powdery fertilizer is released from a releasing member 3 hung from a moving means 1 capable of moving on sea surface to a place near the sea weeds in its mixed solution mixed with seawater. The granular or powdery fertilizer is adhered to the viscous liquid (slime) on the surfaces of the sea weeds to stay the fertilizer on the surfaces of the sea weeds.
