PROBLEM TO BE SOLVED: To improve the efficiency of maintenance by measuring an optical fiber transmission line automatically. SOLUTION: A transmitting part 1a generates a measuring packet which is used for measuring the optical fiber transmission line, and transmits the packet to an opposing device 3 via the optical fiber transmission line. A receiving part 1b detects the measuring packet sent back from the opposing device 3 via the optical fiber transmission line. A measurement part 1c measures a packet transmission time being a time interval required from the generation up to detection of the measuring packet. A measuring part 1d performs measurement control of the optical fiber transmission line concerning at least the length of the optical fiber transmission line, on the basis of the packet transmission time.
