<P>PROBLEM TO BE SOLVED: To generate pure active water, to activate cooling drinks, such as an isotonic drink, and alcoholic beverages without deterioration, and to activate a suspension, such as soup, obtained by dispersing solid matter in water. Ž<P>SOLUTION: An electromagnetic wave generating portion 2 made of a conductive material is disposed in the vicinity of a water W to be treated, such as pure water, a cooling water, and an alcoholic beverage, or soup, in a non-contact state with the water W. A power supply device 4 is connected to the electromagnetic wave generating portion 2, and a voltage of alternating current of 800-30,000 V is applied to radiate electromagnetic waves to the water W.
