PROBLEM TO BE SOLVED: To provide an embossing plate useful for matting the top surface of a decorative sheet in an embossing process and a matte decorative sheet obtained by embossing the sheet with the embossing plate. SOLUTION: (1) The embossing plate is obtained by sand-blasting a roughly patterned surface of a copper base material and overlaying the surface with a chromium layer or by overlaying a roughly patterned surface of a copper base material with a chromium layer and sand-blasting the surface. The embossing plate has a surface roughness Rz of 30 or above. (2) The decorative sheet has a surface protection layer 4 on the outermost surface and is obtained by being embossed from the outermost surface side with the embossing plate.
