PURPOSE: A device and a method for switching in a wireless network are provided to exchange voice data and packet data between a common network and base station controller as a backup core network, thereby securing the continuity of service. CONSTITUTION: A switching decision unit(240) determines a failure of the first core network. A switching request unit(210) performs a switching request to the second core network. An information generator(220) generate information about RNC(Radio Network Controller) of switching target to the second core network. A link setting unit(230) matches a signal point of the RNC with a signal point of the second core network. The link setting unit activates the signal point of the RNC in the second core network. The link setting unit activates Iu-CS and Iu-PS.
