PURPOSE: An image processing apparatus and an image processing method are provided to output high-quality image by reducing a processing load of gradation conversion through the leveling procedure of plural pixels. CONSTITUTION: An input image analysis unit(100) analyzes the difference values between pixels adjacent in a sub scanning direction of a first gradation number. A leveling unit(101) creates average image data through the leveling process of plural pixels. In order to reduce the number of gradations of average image data, a gradation conversion unit(103) creates a low-level image data through gradation conversion. An output pixel selection unit(104) creates output image data of the number of second gradations.
