PURPOSE: An electrolytic bath restricting the amount of discharged hydrogen gas and a method for determining the amount of discharged hydrogen gas are provided to uniformly maintain the generation rate of the hydrogen gas or oxygen gas. CONSTITUTION: An electrolytic bath(20) restricting the amount of discharged hydrogen gas comprises the following: an oxygen producing tank(22) producing oxygen gas and filled with water; a hydrogen producing tank(26) filled with hydrogen gas; an anode plate(23) and a cathode plate(25) installed between the oxygen producing tank and the hydrogen producing tank; a separation film(24); and a discharge control unit(80) restricting the amount of discharged hydrogen gas produced in the hydrogen producing tank.
