PURPOSE: A noise suppression device and a noise suppression method are provided to reduce the noise of an input signal by applying an average gain to some or entire frequency band. CONSTITUTION: A noise spectrum estimation unit(20) estimates a noise spectrum within an input signal for each frequency band, and a first gain calculation unit(30) calculates a noise suppression gain for each frequency band. A second gain calculation unit(40) calculates the average gain for the some or entire frequency band. A noise suppression unit suppresses the noise within the input signal.
