PURPOSE: A device and a method for controlling a heat pump system are provided to improve heating efficiency in a cold area by powering compressors without an auxiliary heater. CONSTITUTION: A device for controlling a heat pump system comprises first and second indoor units(210,220), first and second compressors(120,130), and a control part(300). The indoor units increase indoor temperature by condensing a refrigerant. The compressors compress the refrigerant, and supply the refrigerant to the indoor units. The compressors are variable compressors. The control part powers the compressors.
