<p><P>PROBLEM TO BE SOLVED: To provide an air-conditioning control device and an air conditioning system capable of suppressing lowering of an indoor temperature with a comparatively simple structure when a defrosting operation is performed. <P>SOLUTION: Whether the air conditioning system 1 satisfies conditions of a pre-defrosting operation or not is determined by an operating condition determining means 22 during a heating operation.
