PROBLEM TO BE SOLVED: To provide a terminal substitution device for substituting processing related to a mobile IP and processing related to applications, packaged in a terminal, at the terminal whose position is not registered to a home agent of the mobile IP. SOLUTION: The terminal substitution device for substituting processing at a mobile terminal, provided with mobile IP services, includes: a registration substituting section for allocating a proxy address, in place of a c/o address of the mobile terminal, from among addresses that the mobile terminal itself manages, to a mobile terminal whose c/o address has not been registered to a management apparatus that manages a relationship between a c/o address on a network of a move destination of the mobile terminal and a specific address to be set regardless of the move destination of the mobile terminal, and for registering the proxy address in association with the specific address; and an application substituting section for executing substitution processing in accordance with the relationship between the proxy address and the specific address, in place of processing to be executed in accordance with a relationship between the c/o address and the specific address, when the proxy address is completely registered to the management apparatus.
