PROBLEM TO BE SOLVED: To provide a cutting and opening device capable of increasing a cutting/cut success rate by detecting the optimum cutting position of every package to be treated to control a conveyance means of a lift. SOLUTION: The cutting and opening device which cuts the packaging material and takes out blanks from a square package 3 obtained by wrapping blanks 1 with a sheet-like packaging material 2 includes: a drive means 7 having a servo mechanism driving the conveyance means; a position-detecting means 9 detecting the upper end position of the conveyed package and sending a position signal 10 of the position; a control means judging a proper position of the package based on the detected position signal, calculating the movement amount of the package and sending a control signal of the movement amount to the drive means; a first cutting means cutting the sheet-like packaging material in the upper part of the package in which a clearance is made to form a first cut line 16; a second cutting means forming a second cut line 15 continuous to the first cut line; and an opening and taking out means taking out the whole blanks.
