PROBLEM TO BE SOLVED: To reduce an error in estimating an EGR rate or an EGR amount immediately after the end of a fuel cut and provide proper control input when controlling an internal combustion engine and an exhaust gas recirculation device affixed to the same. SOLUTION: In a control device performing diagnosis processing involving the forcible opening of an EGR valve during a fuel cut immediately after the end of the fuel cut, a value of the EGR rate or the EGR amount is assumed to be zero and the control input (demanded fuel injection quantity, ignition timing, opening degree of EGR valve and the like) is calculated.
