<P>PROBLEM TO BE SOLVED: To provide a system for bulk purchase and profit return of electric power, and a system management program for an apartment house. <P>SOLUTION: A dedicated program has: a means for storing charge parameters of power companies of the country, a means for determining the season of a period of use, a charge calculation means, a holiday adjustment means, a means for setting the due date for charge collection, a means for calculating a virtual comparative charge based on the pre-contract of bulk power purchase, a means for predicting and calculating a charge for bulk power purchase before billing, and a means for calculating an individual charge corresponding to the bulk power purchase and corresponding to the input of return ratio. The program is used to calculate a power charge for bulk power purchase in advance, issue a bill, calculate a power charge in a prior contract, include the power charge on the bill, calculate a charge to be collected automatically upon the input of return ratio for an amount of difference in bulk purchase, and issue a bill.
