<P>PROBLEM TO BE SOLVED: To provide a device and a method of packaging a toilet paper roll pack, the device and method giving the toilet paper roll pack which enables a packaged content to be recognized, is inexpensive and shows a sense of high quality. Ž<P>SOLUTION: The device includes a film supply mechanism rotatably supporting a master roll of a tube-like translucent film, a bag-making mechanism sealing the tip end of the tube-like film supplied from the film supply mechanism, a stuffing mechanism of stuffing a predetermined number of the toilet paper roll packs, each pack being packaged, in a row in a bag manufactured by the bag-making mechanism, and a seal mechanism of gusset-folding the rear end of the bag in which a predetermined number of toilet roll packs are stuffed and sealing the same. By this it is possible to provide the toilet paper roll pack which enables the packaged content to be recognized, is inexpensive, shows a sense of high quality, and is durable to water wetting.
