PROBLEM TO BE SOLVED: To reduce generation of band-like unevenness of color resulting from the difference of the scanning conditions of a recording head without increasing the size and the cost of a device. SOLUTION: In an image forming device 100 which forms an image in a recording medium 126 by scanning the recording head 125 equipped with a plurality of recording elements twice or more for a recording medium 126, the recording amount (scan Duty) in the recording medium 126 for every recording element is established by a scan Duty setting part 106 for every scan of the recording head 125 according to the image data input from an image data input terminal 101. A binarization processing is applied to the data of the established recording amount by a half-tone processing part 111, and then the image data of the image to be formed is created.
