<P>PROBLEM TO BE SOLVED: To obtain a communication resource allocation apparatus which can not only average the utilization rate of communication resources by avoiding occurrence of convergence but also set the communication tariff according to the utilization rate of original communication resources. Ž<P>SOLUTION: A server calculates the line utilization rate after a line is allocated to a terminal based on a call connection request with a bid, sets the lowest price based on the line utilization rate after allocation of a line thus calculated, determines a terminal to which the line is allocated and the allocation price of the line based on the call connection request and the lowest price thus set, and then allocates a line to the terminal thus determined at the communication tariff of the allocation price thus determined.
