<P>PROBLEM TO BE SOLVED: To provide an inductance element suitable for miniaturization, height reduction, and high frequency, capable of reducing capacitance components between opposite conductor patterns while maintaining reliability. Ž<P>SOLUTION: A common mode choke coil 10 is constituted of: an insulating layer 16; a pair of coil-shaped conductor patterns 18, 20 arranged face to face inside the insulating layer 16; insulating substrates 12, 14 which sandwich the insulating layer 16; and a core 24. A low permittivity layer 22 and an insulating layer 16B exist between coils 18A, 20A of the conductor patterns 18, 20. The low permittivity layer 22 contains a number of independent closed pores to reduce the capacitance components between the conductor patterns 18, 20. Thus, in the common mode choke coil having the conventional structure and synchronism, miniaturization and height reduction are attained by shortening an interval IA between the coils 18A, 20A.
