<P>PROBLEM TO BE SOLVED: To prevent heat storage due to the difference between endothermic energy during a steam reforming reaction and exothermic energy during a carbon dioxide gas absorbinb reaction in a reactor that allows the steam reforming reaction and the carbon dioxide gas absorbinb reaction to simultaneously proceed, the reactor which is a hydrogen production apparatus producing hydrogen by steam reforming of a hydrocarbon fuel. Ž<P>SOLUTION: A pillow-like pressure container is provided with a great number of packed layers partitioned by louver walls 111 to 114 and filled with a necessary amount of a catalyst for steam reforming, a carbon dioxide gas absorbent or a carbon conversion catalyst by flexibly dividing these materials. A burner for heating a catalyst is made unnecessary by controlling the reaction heat (endothermic or exothermic reaction) in the packed layers by sensible heat of a gas flowing downward. The difference between a reforming temperature and a regenerating temperature is decreased to reduce a thermal load on the catalyst by maintaining a pressurizing state during a reforming operation on the raw material gas and a reduced pressure state during a regenerating operation of the absorbent.
