<P>PROBLEM TO BE SOLVED: To provide a paper sheet storage and dispensing device capable of easily and correctly measuring a tape conveying speed. Ž<P>SOLUTION: During the winding operation, a wind control means C controls a motor speed variable control means so that the conveying speed of a tape T to be detected with a tape speed detection means is maintained at a fixed speed which is faster by a predetermined amount than the conveying speed of a paper sheet conveying means. Alternatively, during the unwinding operation, the wind control means controls the motor speed variable control means so that the conveying speed of the tape T to be detected with the tape speed detection means is maintained at a fixed speed lower by a predetermined speed than the conveying speed of the paper sheet conveying means.
