<P>PROBLEM TO BE SOLVED: To solve the problem wherein it is difficult to simplify the constitution in the constitution for towing the inner wire by rocking a pressure receiving plate, limiting its arrangement place, and in a constitution for towing an inner wire by receiving a lock releasing signal from the sensor switch by a solenoid, a sensor switch is expensive, limiting the application. Ž<P>SOLUTION: A rocking arm 20 for arranging a weight member 24 in one end part is rockably pivoted between a lower plate 51 and an upper plate 52 of a base member, and a biasing member 40 biases the rocking arm 20 in the initial position direction, and a detection piece 30 is arranged in the rocking arm. When acceleration is added by a collision such as a rear collision, the rocking arm 20 rocks against biasing force of the biasing member 40 by detecting the acceleration, and the detecting piece 30 is displaced with rocking of the rocking arm. Since the inner wire 60b is connected to the detection piece 30, the inner wire is towed by displacement of the detection piece, and the lock of a moving mechanism of a headrest is released.
