<P>PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine capable of suppressing the lowering of idle speed and enhancing the stability of idle operation even if a wheel is held in a locked state. Ž<P>SOLUTION: The control device 1 includes an ECU 2. The ECU 2 performs feedback control so that the idle speed NE follows target idle speed NOBJ, and also sets feedback gains KP, KI, KD to larger values for failures KP2, KI2, KD2 so that when an anti-lock brake system 10 fails, the following speed of the idle speed NE with respect to the target idle speed NOBJ increases in comparison with the case that the anti-lock brake system does not fail (steps 13 to 17).
