<P>PROBLEM TO BE SOLVED: To prevent the irregular winding of a rope 17 by forming a small diameter winding drum 9 and a large diameter winding drum 16 each into recessed curve wherein axially center portion have the minimum diameter, and oppositely arranging the recessed portion of the large diameter winding drum 16 and an end surface of a guiding plate 23 which is the projecting portion matching the recessed portion of the large diameter winding drum 16 along an axis of the large diameter winding drum 16. Ž<P>SOLUTION: A shaft 4 and a rotating shaft 14 are rotatably supported by a case 1. A small diameter gear 6 and a drive side clutch 7 are fixed to the shaft 4, and the small diameter winding drum 9 is integrally mounted to a driven side clutch 8. The shaft 4 is loosely inserted in shaft insertion holes 10 of the small diameter drum 9 and the driven side clutch 8. The small winding drum 9 and the large diameter winding drum 16 are formed in the hand drum shape having the recessed curve wherein an outer diameter of the axially center portion becomes the minimum diameter. The rope 17 is wound around the large diameter winding drum 16 and the small diameter winding drum 9, and attached with a weight 19 at one end and a load mounting tool 22 at the other end. The end surface of the guiding plate 23 is formed in the projecting curve matching the recessed curved of the large diameter winding drum 16, and oppositely arranged along the axis of the large diameter winding drum 16 through a clearance 24.
