PROBLEM TO BE SOLVED: To provide a pleat forming apparatus which surely eliminates that a pleat formed is caught in the conveying direction. SOLUTION: The pleat forming apparatus includes a plate member 11 which folds a strip film F intermittently conveyed at a pleat forming position g set in advance in a direction crossing the conveying path at an intermittently stopping time, a heater block 22 for forming the pleat extending in the width direction by heat-sealing the folding part, a downstream side pressing member 12 for pressing the film at a downstream side position of the plate member 11, and a one way roller 13 for pressing the film F at an upstream side position from the plate member 11 when at least a folded part is heat-sealed. On the conveying path of the film F, a tension roller 8 for applying an optional tension to the film F at the upstream side from the pleat forming position g is installed. Between the tension applying position by the tension roller 8 and the pleat forming position g, a brake roller 30 for holding the film F during intermittently stopping the film F and after at least pleat forming to start the intermittent conveying, is provided.
