PROBLEM TO BE SOLVED: To provide a water-containing powder makeup cosmetic material which has a powdered state excellent in homogeneity of appearance, and can stably contain a lot of water even under exposure condition before use, which excellently liquefies by inunction and has smooth spreading without feeling of creaking, and which has outstanding color-developing property and preservation stability. SOLUTION: The water-containing powder makeup cosmetic material comprises blending following components (a)-(c): (a) 0.1-7 mass% of hydrophobized silica having 80 m<SP>2</SP>/g of a surface area; (b) 1-49.9 mass% of a tridecafluorooctyltrietoxysilane-treated powder; and (c) 50-90 mass% of water, and is characterized by being liquefying by inunction.
