<P>PROBLEM TO BE SOLVED: To provide an electrodeposition coating composition extremely excellent in throwing power and giving cured electrodeposition coating with good coated appearance; and to provide a process for forming multilayer coating. Ž<P>SOLUTION: The cationic electrodeposition coating composition is used for electrodeposition of an article to be coated which has been treated with a zirconium chemical conversion treatment agent. The cationic electrodeposition coating composition comprises a binder resin emulsion containing an amine-modified bisphenol-based epoxy resin (a) and a block isocyanate curing agent (b). The amine-modified bisphenol based epoxy resin (a) contains a saturated or unsaturated hydrocarbon-containing diester moiety, an alkylene-oxide modified bisphenol A moiety or an alkylene oxide moiety, wherein SP value of the resin component is ≤11.7, coating viscosity is ≤3,000 Pas, initial resistance formation time before reaching at 30 kΩcm<SP>2</SP>during the electrodeposition is ≤10 seconds, film resistance of the electrodeposited coating is 900-1,600 kΩcm<SP>2</SP>.
