摘要 <P>PROBLEM TO BE SOLVED: To provide a gas meter, or the like, that attains more exact public security preservation control, by accurately grasping operation where a gas flow rate changes suddenly, such as, use of a water heater by a single lever. Ž<P>SOLUTION: The gas meter includes: a measurement means for measuring the instantaneous flow rate of gas passing through a gas channel at a prescribed time interval; a storage means for storing the measured instantaneous flow rate; and a control means for determining that the gas flow rate has varied due to intentional operation to a gas appliance installed at a downstream side of a place, where the measurement means is installed in the gas channel when the difference between a first instantaneous flow rate, namely, an instantaneous flow rate, and a second instantaneous flow rate measured last time of the first instantaneous flow rate is not less than the predetermined first threshold by the instantaneous flow rate to be stored; and when all the differences between a prescribed number of respective continuous instantaneous flow rates to be measured, after the first instantaneous flow rate and an average flow rate within a prescribed amount of time until the second instantaneous flow rate is measured, are not less than a preset second threshold.
