<P>PROBLEM TO BE SOLVED: To provide a phase interpolation controller that dynamically adjusts a noise filter bandwidth in the phase interpolation controller, has wide application, and reduces a CDR lock time. <P>SOLUTION: The phase interpolation controller 400 receives an indication indicating a phase relationship between a first signal and a second signal, and includes a plurality of serially coupled bidirectional shift registers. When the received indication indicates the first signal is ahead of the second signal in phase, the plurality of serially coupled bidirectional shift registers shift in one direction.
