PROBLEM TO BE SOLVED: To provide a weed proof concrete mat capable of preventing concrete blocks from being raised by the weed sprouting through the gap between the concrete blocks and thereby preventing a paved side walk from being damaged, enabling working steps to be reduced, enabling smooth operations, and enabling working cost to be reduced. SOLUTION: A form device is manufactured by arranging, in a generally lattice shape, partition walls with a height approximately equal to that of a side form vertically installed in a generally square frame shape, and concrete is deposited in the form device. Fiber members are input into the concrete, and a weed proof mat is joined to the concrete-deposited surface of the form device through the fiber members. After the concrete is solidified, the form device is mold-released to form the weed proof concrete mat comprising a plurality of concrete chips separated from each other in the generally meshes of a "go-board" and the weed proof sheet which is joined to the rear surfaces of the plurality of concrete chips and connects the plurality of concrete chips.
