<P>PROBLEM TO BE SOLVED: To promote the efficiency of adjusting work when adjusting a voltage or current applied to a stabilizer of a discharge tube through a regulator. Ž<P>SOLUTION: A failure processing apparatus 100 sets thresholds of two stages as criteria for determining the presence of detection of an excess current. The failure processing apparatus 100 only gives an alarm for previously announcing the occurrence of the excess current when a current value exceeds the first threshold, and interrupts electric connection of a transformer 20 and the stabilizer 30, which are the regulators, as an excess current failure processing when the current value exceeds the second threshold larger than the first threshold.
