<P>PROBLEM TO BE SOLVED: To provide a video data transmission device, a video distribution system, a video quality evaluating method, and a program, wherein reception-side video quality is accurately estimated with limited information obtained from a transmission side. Ž<P>SOLUTION: The video data transmission device includes a video data transmission unit that transmits packetized video data, and generates transmission state information showing which part of the video data is put in each packet and transmitted, a deterioration part estimation unit which estimates a deterioration part estimated to be deteriorated on a reception side of the video data with respect to the transmitted video data based upon the transmission state information and network state information including a reception state of packets transmitted from the reception side, and a video quality estimation unit which obtains video quality estimation parameters for adjusting a degree of video deterioration according to specifications of a terminal (video data reception device) as the transmission destination of the video data, and calculates degrees of video deterioration by terminals based upon the deterioration part information and video quality estimation parameters.
