The present invention provides an apparatus for recovering pressure energy, which is driven by a geared rotary valve. The apparatus comprises a plurality of power recovery chambers in which pistons are installed, a high pressure concentrated water supply pipe, a low pressure concentrated water discharge pipe, a low pressure seawater supply pipe, and a high pressure seawater discharge pipe. An apparatus for recovering energy in a seawater desalination apparatus is utilized for driving a seawater supply pump by discharging concentrated water and treated seawater which has been desalinated using reverse osmosis and then recovering hydraulic pressure from the high pressure concentrated water. The energy recovery apparatus includes a geared rotary valve block and a rotary valve control unit. The geared rotary valve block is installed between the concentrated water supply pipe and the concentrated water discharge pipe and selectively regulates the supply of concentrated water to each power recovery chamber. The rotary valve control unit controls the geared rotary valve block.
