PURPOSE: A scintillator panel and a radiation image sensor with the same are provided to prevent static electricity created when an image sensing device is placed by forming an external shield on the bottom of the scintillator panel. CONSTITUTION: A scintillator panel(100) comprises a FOP(Fiber Optical Plate,110), a scintillator(120), a first functional film(130), a moisture-proof protective film(140), a reflective film(150), and an external shield(170). The scintillator is formed growing Cesium Iodine in a columnar structure. The first functional film is made of gamma-meth acryloxypropyltrimethoxy silane. The moisture-proof protective film is laminated on the first functional film. The reflective film is laminated on the moisture-proof protective film. The external shield protects the FOP, the scintillator, the first functional film, the moisture-proof protective film, and the reflective film.
