The accuracy of a lightning simulation is improved. A lightning simulation device has a storage device (11) for storing lightning data, a setting section (12) for setting a simulation target or the like in a simulation space, a downward reader advancing section (13) for advancing a downward reader from a lightning starting position set by the setting section (12), an upward reader advancing section (14) for, if the distance between the end of the downward reader and a reference point is within a first threshold, advancing an upward reader from each lightning candidate point set in the simulation space, and a lightning point approving section (15) for, if the distance between the end of the downward reader and the end of any of the upward readers is within a second threshold, approving a lightning candidate point corresponding to the any of the upward readers as a lightning point.
